[The method]

From the official source to the register, in five steps.

Veille takes on the work you already do — reading, sorting, matching, writing — and leaves the decision to you.

Step 1

Collect

The official sources

Each source has its schedule: publication day for the Official Bulletin, weekly for the others. Veille downloads PDFs and pages, extracts the text, reads scanned documents through OCR and splits each Bulletin issue into separate texts, with their pages.

  • Duplicates detected by reference and by content fingerprint.
  • Each text keeps the address it was retrieved from and the retrieval date.
  • A change in a source page’s structure raises an alert.
Step 2

Understand

Summary, obligations, themes

A filter sets aside texts outside the QSE scope — you can restore them. The others get a plain-French summary where every sentence cites its passage, the extracted obligations (who, what, threshold, deadline, sanction, article) and a classification by domain, theme and sector.

  • A sentence without a cited passage is removed.
  • Thresholds are tied to client profile facts: “more than 500 L of flammable liquids” becomes a checkable fact.
  • Amended or repealed texts are linked together.
Step 3

Match

Client by client, site by site

Each new text is checked against the profile of each client and each site: applies, may apply, does not apply, or missing information. The proposal states the facts and criteria it rests on, with its level of confidence.

  • When a fact is missing, a question is asked once.
  • The firm’s rules (exclusions, exemptions) apply and explain themselves.
  • A changed fact recomputes the matches it affects.
Step 4

Review

The review queue, from the keyboard

The consultant reads the summary, then decides client by client: approve, edit the impact, reject with a reason, answer a question. Juniors can prepare; only an authorised consultant approves.

  • Bulk approval of high-confidence matches, with the list of clients.
  • A justified rejection can become a firm rule.
  • An impact written once is reused for each client, then adjusted.
Step 5

Deliver

Register and report

Every approval updates the client’s register of applicable texts, justified exemptions included. At month end, the watch report is ready: coverage, new texts, impacts, actions, state of the register, in French or Arabic.

  • Report in PDF; register in Excel, Word or PDF; under the firm’s brand.
  • Delivery to the client’s recipients, with a delivery log.
  • Only approved items appear in the report.

The safeguards What Veille never does.

  • Claim without citing: every sentence points to the stored text.
  • Decide for you: no applicability without approval.
  • Hide a gap: coverage is always stated.
  • Obey a text’s content: a document is data, never an instruction.
  • Guess: a poorly read text is marked “needs human reading”.

The state of QSE regulatory watch in Morocco, 2026

Where Moroccan QSE texts are published, in what form, and what Veille checks every day. The states below are the platform’s own, refreshed every five minutes.

Findings
  1. [01]The Official Bulletin is published in two editions: the general edition, in Arabic, and the official translation edition, in French. For decree no. 2-14-85 on hazardous waste: Bulletin no. 6334 of 12 February 2015, then Bulletin no. 6336 of 19 February 2015.
  2. [02]Of the 15 Moroccan texts in the demo library, 5 were scanned PDFs without a text layer: they were read through OCR. An uncertain reading is flagged, never filled in by guesswork.
  3. [03]Ministries republish the texts of their field on their own websites, in listing pages whose structure changes. Veille detects these changes and warns the administrator.
  4. [04]Today, 0 of 15 sources respond normally. The others are shown below, with their last successful check.
